Respected Secretary General,

                We have some serious apprehensions with respect to bifurcation of Customs and manning the same by Customs. 

                As you are aware there is proposal to transfer all the customs functions hitherto dealt by Central Excise formations to Customs formations.

                In this connection, please refer to the DO letter F.NO:450/109/2017-CusIV dated 27/10/2017 where in it was mentioned that proposal to IFU for reorganization of customs formations was stuck up at IFU as IFU is treating diversion of posts from Customs to GST and vice versa as abolition and creation of posts.
                Further, in another letter from Board, the list of functions being performed by Central Excise officers was given and in that deputation to SEZ, manning of minor ports etc were also mentioned as customs functions presently handled by Central Excise officers.

                In view of the above, there are lot of apprehensions expressed by the members of this association that about the actual proposal of Board for reorganization of Customs formations. The following doubts were expressed by our members

  1. Whether the sanctioned strength of Customs preventive formations will be treated as sanctioned strength of formation under Central Excise / Central Tax or sanctioned strength of customs formations?
  2. Whether the central excise officers working in these customs formations will be treated as officers on deputation posts or regular posts of central excise / central tax?
  3. Whether deputations to SEZ or other customs functions like airports will be restricted to only customs officers or extended to all central tax officers?
  4. Whether the reduction in strength of central tax posts to customs will affect the promotional chances of Inspectors to the cadre of Superintendents or not?
  5. Whether Board is also being bifurcated as Central Tax and Customs?
  6. It is also learnt that Kerala Superintendents Association is agitating the issue as the Customs Preventive Commissionerate at Kerala was merged with major customs formations. Whether present customs preventive formations will also be merged with major custom houses in future?
  7. Whether there would be any role at all for central tax officers in customs functions in future?

                With regard to Re-organization Customs Formations by transferring the Customs Work presently being attending by Central Excise formations w.e.f. 01.01.2018, the representation given by the AIACEGEO to the Board, which is self explanatory, may be looked into.  It is requested that our Association may also take up the issue with the Board as the issue is likely to have effect on the promotional aspects of Inspectors Cadre.  I am also enclosing the Order given by  CAT, Madras Bench for your information please.

Updates on Various Issues


A delegation comprising of Com. Anupam Neeraj, President, Com. Rananjay Pratap Singh, Liaison Secretary and the undersigned, visited Delhi & Mumbai to attend a series of official & organizational meetings on various issues.

On 14.09.2017, a meeting of Joint Action Committee (JAC) of all three Inspector-based Associations of CBEC [i.e. AICEIA, AIACEGEO and IRS (IDT) OA] was held at New Maharashtra Sadan, New Delhi, where various career related issues and pay related matters were discussed and joint memorandums were finalised. Later in the afternoon, the delegates of all these three Associations of the JAC visited Sh. Pon Radhakrishnan, Minister of State (Revenue), Ministry of Finance, Govt. of India at his residence at 16, Talkatora Road, New Delhi.  The meeting was held in a very cordial atmosphere. The Office-Bearers of Associations apprised the MoS about their views regarding smooth implementation of GST & also intimated him about the expectations of Cadre in GST.  The MoS assured of all possible measures for successful augmentation of GST and taking care of concerns of Cadre in GST. 

On 15.09.2017, the delegation of AICEIA separately visited various authorities at CBEC, North Block, New Delhi and reminded the authorities about the pending issues with them.  Further, a meeting of the Office-Bearers of JAC was also held with the Member (A), CBEC, Govt. of India.  Dear comrades, due to non-supply of information on ICT by various Branches of AICEIA on time, the delegation could not apprise the authorities about ICT issue in full details.  The facts, figures and comments of the Branches might have helped the delegation more in its endeavour but, it is really unfortunate, disheartening & disappointing that most of the Branches failed to supply the requisite data on time. Only Kerala, Rajkot, Hyderabad, Guntur, Shillong and Aurangabad Circle/Branches supplied us the data on time.

It is also pertinent to mention here that now the CBEC, as evident from the experience of its working style will call for these data from the CCAs which will not only delay the process but also give emphasis on the views of authority. We here again request our Circles and Branches to compile the data fast and also keep watch on the submissions of the concerned CCAs, if they are asked for by the CBEC.  Despite all  these hurdles, the All India Body is trying its best to get this issue resolved as early as possible.


Further, as decided vide Circular No. 01/2017 dated 05.09.2017 of the COC,  the 2nd  meeting of the Coordination Committee of Associations in the CBIC was held on 16.09.2017 at New Customs House, Ballard Estate, Mumbai.  Com. Abhishek Singh, J. S. (West) and Com. Amit Kumar Jain, President, AICEIA Mumbai Circle also participated in the meeting.  Total 43 delegates from thirteen Associations representing Group A, B & C staffs of CBIC participated in the meeting and it was unanimously decided to observe "DEMANDS DAY" on 04.10.2017 by holding lunch-hour meetings in all Headquarters offices and thereafter submitting the Charter of Demands to various Authorities, by the units of the Organisations and their All India Bodies, to be followed up by sending of the Charter of Demands by the individual members to all concerned authorities through various channels eg. twitter, whatsapp, mails, local press etc. We hereby appeal all our branches/circles to meet all the participating associations at branch/circle level and start preparing for the Demand Day right now, as we have little time in our hand.

Departmental Anomaly Committee for the MoF

Vide letter F.No. O-21036/1/2017-Coord dated 24.08.2017, the Coordination Section has intimated that a Departmental Anomaly Committee for the Ministry of Finance consisting of the representatives of Office Side and the Staff Side to settle anomalies arising out of the 7th CPC recommendations has been set up.



Further, the Coordination Section has forwarded the original letters, meant for these following associations, on our address (the reason behind it is not known to us):-

  2. All India Customs Preventive Officers Service Federation
  3. All India Federation of Customs & Central Excise Telecommunication Staff
  4. All India Customs Ministerial Officers Association (2nd Membership)
  5. Shankar Saha, All India Customs & Central Excise Group "C" Officers Federation
  6. S. K. Jamal, All India Customs & Central Excise Group "C" Officers Federation
  7. Central Revenue Chemical Service Association
  8. All India Customs Group "C" Officers Federation.
The Secretary Generals of these Associations are requested to depute the representatives of their local Units to collect these from the office of AICEIA.

We need Organization and Organization needs us too

          Sub: Execution of Basic Work in Order to Strengthen the Organization: Formation of Branch & Circle Committee and Submission of Details of Deduction of Membership Fee & DDO Certificates: Reg.

Please refer to the subject mentioned above.

2.      It is a settled principle of Organization that its strength depends largely upon two factors:- first upon the number of members and secondly, upon the caliber and character of its leaders.

3.     In this regard, the undersigned feels that serious steps need to be taken in respect of first factor, if the Association is to be strengthened and the scope is ample, as a large number of officers have joined the Department in the last couple of years and it is learnt that most of them are not members of this Association. If these officers are brought under the umbrella of Association, it will add to the strength of the Association. As such, all the Presidents/General Secretaries are earnestly requested to launch a massive membership drive in their respective Branches & Circles  to induct the new but highly energetic and efficient officers in the Association. The Zonal In-charges are requested to supervise the membership drive in their respective Zones.

4.    Since, the jurisdiction of a Branch/Circle normally happens to be very large, regular interaction with all the members may not be possible; however, the Presidents/General Secretaries are requested to undertake tours and hold meetings with members at regular intervals, even in the remotest locations in their respective Branches/Circles to strengthen the grass root level Organization. This exercise will not only ensure sense of belongingness and confidence among the Cadre, but will definitely help in strengthening Organization.

5.         During the last CEC, it was unanimously decided that all the Presidents/General Secretaries will submit the details like “total sanctioned strength”, “total working strength”, “total membership”, “status of DDO Certificates”, “date of last election with number of members participated” etc. in their respective Branches & Circles with the undersigned by 30.04.2017 and clearance of dues and submission of DDO certificates etc. was to be completed by 15.05.2017, so that necessary & timely steps may be taken to strengthen Organization but, till date, only a few Branches & Circles like Rajkot, Kolkata, Chennai, Kerala, Coimbatore, Patna, Vapi and Raipur have complied with the decision/resolution. Further, the Zonal In-charges have also shown not much interest & desired attention in getting compliance at Branch & Circle level of their Zones.   The office bearer, who was entrusted with this work has also not paid desired attention towards the task of strengthening of organization at grass root level.  Due to which,  immediate steps needs to be taken.  Further, at this juncture, the undersigned must appreciate Com. Rabish Chandra, Vice President (South Zone) for his commendable job in strengthening the organization in South Zone.

6.         It is also learnt that several Branches & Circles have not been following the procedures as laid down in the Constitution of AICEIA especially in Article 4 (1) and some Presidents/General Secretaries, without any membership at the concerned Branches/Circles, are representing AICEIA before the administration either through personal visits or through letters which has been viewed seriously. Some branches like Meerut, Lucknow etc are also involved in writing letters  directly to the Board and even higher establishments.  Some of these branches/circles are running in a situation where either no deductions have been materialized or the required portions have not been deposited with the AICEIA.  Even no member has been enrolled for years. This is a sorry state of affairs culminating in violation of the provisions of Article 7 (1) & (2) of the Constitution of AICEIA and shows the indifferent attitude towards the Association. It is to clarify that new Branches/Circles may be created only as per the procedure laid down under Article 17 of the Constitution of AICEIA. Branches/Circles like Ahmedabad, Vadodara, Meerut, Lucknow etc. are directed to adhere to the procedures as laid down in the Constitution of AICEIA failing which the undersigned will be bound to take necessary steps.

7.         Keeping in view the above situation, the undersigned, in exercise of the powers vested in him by the Constitution of AICEIA feels it necessary to nominate Observers on zonal basis to strengthen organization at grass root level and to supervise the functioning of the activities of the Association. As such; in exercise of the powers vested in the undersigned by virtue of Article 24 read with Article 25 & 28 of the Constitution of AICEIA, the Office-Bearers of All India Body are hereby nominated for the aforesaid purpose in terms of following scheme:-

8.       Moreover, it is to clarify that in terms of the provisions of Article 9 of the Constitution of AICEIA, not to talk of Office-Bearer, if the Membership Fee has not been deducted for one year, no one can remain even an ordinary member of the AICEIA, hence, such persons are requested to withdraw themselves immediately from the organizational posts & get their names removed from the official letter heads. 

9.      Last but not the least; it is expedient to mention that many of the ex-Office-Bearers who have got promotion to the next grade as also others who are no more Office-Bearers in terms of the provisions of Article 9 & 10 respectively of the Constitution of AICEIA are still continuing in the Whatsapp Groups of AICEIA, which are impliedly meant for the Office-Bearers for Cadre of Inspectors only.  Although, the bonding & association with our ex-comrades, which has been developed over the years may not be ended and the same shall continue as their guidance, support & co-operation is invaluable and much needed for the Association.  But the reorganization of Association is also the need of the hour.  Hence, it is requested that all ex-comrades should withdraw themselves from the Whatsapp Groups of AICEIA.
